Explanation of Qualifications

The Consumer Directed Personal Assistance Home Care Program (CDPAP) is a Medicaid program for individuals who have a medical need for help with activities of daily living (ADL) or skilled nursing services. Services provided by a Personal Assistant can be any that would be provided by a personal attendant, home health aide, or nurse.

Qualifications

The person receiving care must:

  • Be Self-Directing and able to act as the employer of a Personal Assistant (the home health aide)
  • If not Self-Directing, have someone who makes decisions on their behalf
  • Want to remain in their home or community
  • Have or be eligible for Medicaid

Q: Does the person want to be in control of their own care?

Individuals receiving services must be willing and able to make informed decisions about the care they receive, or have someone appointed to do so on their behalf.

Q: Does the person have another individual designated to represent their care?

A Consumer may have a Designated Representative; this person acts on the behalf of the person receiving care.

Q: Is the individual eligible or have Medicaid Coverage?

Consumer Directed Home Care is commonly known as Consumer Directed Personal Assistance Program (CDPAP) or Consumer Directed Personal Assistance Services (CDPAS). This program is funded through Medicaid.
